What’s the Commonwealth Foundation?
Established in 1965, the Commonwealth Foundation is an intergovernmental organisation that supports and promotes civil society and participatory governance across its member states. It operates on the principles of integrity, respect, professionalism, innovation, and collaboration.
What Does it Actually Fund?
The foundation’s grant programme seeks to champion civil society, including creative actors and grassroots communities, with the aim of enhancing social, political, and environmental impact across the Commonwealth. This year, the foundation has actually expanded its funding, introducing a new grant stream to create more opportunities for eligible civil society organisations, collectives, alliances, and coalitions. The Commonwealth Foundation’s Grants
The foundation will fund qualifying organisations through:
- Individual Organisation grant: This funding stream is designed to support single-entity nonprofits or creative organisations that drive civic engagement. Funding ranges from £15,000 to £30,000 per year for up to two years
- Collective Action Grants (the New Grant Stream): As its name suggests, this grant stream backs networks, coalitions, alliances, and platforms committed to improving participation and collective action. Funding ranges from £15,000 to £20,000 per year for up to two years
Eligibility requirements for Commonwealth Foundation Grants
- You must have been registered and in operation for at least three years, and be able to provide proof of at least three years’ experience aligned with the foundation’s thematic areas and the proposed project.
- You must also have experience working in the community you propose to impact.
- The project you are proposing must be implemented in the country where your organisation is located. If you are running a multi-country project, there must be significant participation from local communities and organisations in each country where you operate.
- You must have an annual average income of below £2.5 million over the past two years and not seek grant funding that exceeds 70% of your total annual income.

What’s excluded?
The Commonwealth Foundation’s grants programme doesn’t offer financial backing to:
- Developed-to-developed country exchanges
- Capacity building programmes that benefit government officials or the private sector
- Projects that are geared towards just service delivery, including building facilities and distributing medicines.
- Electioneering or partisan political communications
- Projects that lack a clear public interest/advocacy outcome
Note: Activities, such as academic study/research, publication of books/films, or attendance at/hosting of workshops, conferences, events, or training courses, are eligible only if they are part of the broader project strategy.

How to Prepare for Commonwealth Foundation Grants Call
Check your organisation’s eligibility
Before beginning to develop your grant application for the Commonwealth Foundation’s grant funding, ensure you meet the programme’s eligibility criteria.
Understand the foundation’s priorities and identify a relevant problem
Your organisation’s proposed project must be within the Commonwealth Foundation’s funding priorities. Identify a participatory or governance problem and prepare a clear explanation of why it matters.

Additionally, develop a realistic budget that directly supports your proposed activities.
Prepare your supporting documents and review the application
Gather the documents required at submission, including the LogFrame, the registration certificate, and financial accounts. Also, review your approach to gender and inclusion, and ensure you submit the application before the deadline.
How to Apply for the Commonwealth Foundation’s Grants
Once you confirm that your organisation is eligible to apply, create an account with SurveyMonkey Apply, the online platform the foundation uses for grant applications. To continue with your application, you must first log in to the SurveyMonkey Apply account. You can then complete the application form and submit it on the Commonwealth Foundation’s website. Documents required include:
- A logic model. Use the foundation’s template to build one.
- Registration certificate
- A document detailing your organisation’s governance structure, with names, roles, responsibilities, and contact deatils of the broard members or trustees clearly outlined.
- Financial records. Provide latest or recent annual audieted accounts, which must include a balanced sheet and profit and loss statement and notes, and not be older than December 2024. Your organisation’s board or the principal executive officer must sign off the accounts.
- The applying organisation’s legal name must be the same as the name on all organisational and financial documents.
- If applying as a creative, prepare proof of previous or current work, which must be aligned with the proposed project. You can submit up to six images, five minutes of video/audio, and five pages of writing or relevant digital material.
